Franklin Co. Considering Outsourcing Substitute Teacher Program

At a recent work session, the board heard from a representative of Kelly Staffing Services.

Courtney Hollman gave the board an overview of Kelly’s Educational Staffing service.

Hollman said Kelly Services manages the entire substitute teacher program from hiring to benefits to payroll, beginning with an intensive screening process.

“We do the recruiting piece and would recruit all of the substitute teachers for your county,” she said. “They would go through the same screening process. We would do a criminal background check, and they would through fingerprinting as well. We would also do one-on-one interviews and we would reference checks. So, we would own the whole piece, the recruiting, the screening, the hiring piece for all of the subs.”

Additionally, Hollman said Kelly Services would give teachers the option of creating a preferred list of substitutes they like as well as a list of those subs they don’t.

Substitutes would also go through special training through Kelly Services.

“As far as orientation and training, we do have a two-hour orientation and training that all of the subs go through,” she said. “And a piece of that is a piece that we customize just for the district. So, we would work with the district.”

Hollman said some of the benefits include no recruiting or payroll costs, no costs for training or unemployment or workers’ comp.

The board made no decision last week, but will study both services and make a decision a future meeting.
