Two Elberton Men Face Charges in Connection to Weekend Shooting

Two Elberton men are facing charges in connection to a shooting that occurred late Saturday night.

An investigation by the Elbert County Sheriff’s Office and Georgia Bureau of Investigation have led to the arrest of 33-year-old Justin Patrick Picard of a College Avenue residence and 26-year-old Kevin Edward Thomas of a Whiteside Drive address.

According to a press release, deputies and Elbert County EMS reported to Thomas’ Whiteside Drive home Saturday night in response to a reported shooting.

Upon arriving on the scene deputies identified the victim, 21-year-old Victoria Collins, who was later air lifted to Greenville, SC for treatment and was listed in critical condition.

Both Picard and Thomas are each charged with Theft by Receiving Stolen Property, and Thomas faces an additional charge of Reckless Conduct.

Currently only Picard remains in custody at the Elbert County Detention Center, and at this time a bond amount has not been set.

Thomas has been released on bond.

The investigation has been completed by both the Elbert County Sheriff’s Office and Georgia Bureau of Investigation, and the case will now be turned over to the District Attorney’s office.
